The size gap in the European numbers is wider than a willingness explanation alone can carry. Eurostat's December 2025 release, data code isoc_eb_ai, put 2025 AI use at 19.95 percent across EU firms with 10 or more employees: 17 percent of small firms, 30.36 percent of medium, 55.03 percent of large. The country spread is wider still, from 42.03 percent in Denmark to 5.21 percent in Romania. Eurostat records whether a firm uses at least one AI technology, not how deeply, so a small firm counted as an adopter and a large one running it across functions sit inside the same number.
